It is not the separate Town of Paradise Valley, which has its own government, zoning, and much larger estate lots. Homes in 85028 carry a Phoenix address and fall under City of Phoenix services.
Geographically, 85028 sits along the north edge of the Phoenix Mountains Preserve, with Shea Boulevard and Tatum Boulevard as two of its main corridors. The Piestewa Freeway (SR-51) runs along the west side, which is a big reason people like living here: you can get downtown, to Sky Harbor, or up to the Loop 101 without much drama.
Living next to the mountain
Piestewa Peak is the neighborhood's landmark, and for a lot of us it's also the neighborhood gym. The Summit Trail is about 2.4 miles round trip with roughly 1,200 feet of climbing to a 2,608-foot peak, and it's steep and exposed the whole way. I use it as a tune-up for my weekend trips out to the Superstition Mountains. If I can handle Piestewa on a warm morning, I know I'm ready for Flatiron or the Peralta Trail. Being able to walk or take a short drive to a real trailhead is one of the underrated perks of buying here.

One of the biggest shifts in this part of Phoenix is the redevelopment of the old Paradise Valley Mall site, now branded PV, near Tatum and Cactus. Costco, JCPenney, and a Phoenix Public Library branch are already there, and the first phase brought in restaurants and shops along with Whole Foods and new apartments. A second phase has progressed around a Life Time athletic club with residences. It's a short drive from most of 85028.
For buyers, a project like this adds everyday convenience: groceries, dining, and errands without a long drive. I won't predict what it does to home values, but I will say it's a big part of why this corner of North Phoenix feels so convenient right now.
Why I Like Living Here
What sold me on North Phoenix is how central it is. From 85028 I can be at a trailhead in minutes, on the 51 toward downtown for a Diamondbacks game with my son (we made it to 22 home games this season on the D-backs season pass), or headed out to Saguaro Lake or Bartlett Lake to launch my SunTracker pontoon on a weekend. The broader North Phoenix area also has a strong employment base, which is a practical reason so many buyers look here: a manageable commute to a lot of the Valley's major job centers.
